As of 1 September 2018, Norwegian Customs offers digital issuing of non preferential Certificate of Origin (CoO).
Exporters and freight forwarders must log in to altinn.no, complete the form and the Certificate will be processed electronically.
A completed Certificate with date, customs stamp and signature, as well as archive reference, will then be made available for printing and signing by the exporter.
Certificate of Origin is a proof of origin used for goods that have non-preferential origin. It is used, for example, in connection with licensing and veterinary regulations in the importing country. This is a non-preferential proof of origin and thus does not provide any customs benefits in the importing country.
As of 1January 2019 exporters will be required to use Altinn, as Norwegian Customs will no longer stamp Certificate of Origin.
In the Norwegian version of this article you may also find a user guide on how to complete the form on altinn.no.
