Completion of an origin declaration for export

The rules for completing an origin declaration (invoice declaration) can be found here. Correctly completed, this gives the customs administration in the recipient country formal grounds for giving your products preferential treatment. 

The origin declaration can be affixed by exporters on an invoice or other suitable commercial document. If you are using an origin declaration, Norwegian Customs must not be involved.

An origin declaration can only be used if the value of the originating products in the consignment does not exceed NOK 65,000. If you are a so-called "Approved exporter", there is no upper limit.

An origin declaration can be issued in any of the official languages of the parties to the agreement. We advise you to use the same language as in the invoice. The origin declaration must state the place and date of issue, unless this information is already contained in the document itself.

The origin declaration must be signed. The name of the person signing must also be stated in print. However, "Approved exporters" can be exempted from the requirement for signature by the Movement of Goods Division.

An origin declaration is valid between 4 and 12 months depending on the free trade agreement in question.

The origin declaration (text shown below) must be completed in accordance with the accompanying footnotes (these do not need to be added to the document).

(1)The authorisation number for an approved exporter must be entered inside the brackets. The customs administration allocates authorisation numbers. If the origin declaration is issued by an exporter who is not authorised, the text in brackets must be omitted in its entirety or the spaces left open. 

(2) The originating status/country of origin for the product must be entered here. If the export is regulated by the EEA agreement, and the products fulfil the conditions for achieving EEA preferential origin, "EØS" or "EEA" must be entered here. The individual countries do not need to be named when the goods achieving EEA preferential origin and are exported to EEA countries. If the product achieves Norwegian preferential origin under agreements other than the EEA agreement, "Norsk" or "Norwegian" must be entered. 

English version
The exporter of the products covered by this document (customs authorization No. ...(1)) declares that, except where otherwise clearly indicated, these products are of ... preferential origin (2).

El exportador de los productos incluidos en el presente documento (autorización aduanere n ....(1)) declara que, salvo indicacion en sentido contrario, estos productos son origen preferencial ... (2).

Dutch version
