Completion of an origin declaration for export

The rules for completing an origin declaration (invoice declaration) are found here. Correctly completed, this gives the customs administration in the recipient country formal grounds for giving you preferential treatment. 

The origin declaration is applied by exporters using a trade document, usually an invoice. If you are using an origin declaration, Norwegian Customs must not be involved.

An origin declaration can only be used if the value of the originating products in the consignment does not exceed NOK 50,000. If you are a so-called "Approved exporter", there is no upper limit.

An origin declaration can be issued in any of the official languages of the parties to the agreement. We advise you to use the same form of language as in the invoice. The origin declaration must state place and date of issue, unless this information is found anywhere else on the document.

The origin declaration must be signed. The name of the person signing must also be stated. "Approved exporters" can receive dispensation from the requirement for signature by the customs region in which the exporter is registered.

An origin declaration is valid for four months.

The origin declaration (text shown below) must be completed in accordance with the footnotes (these do not need to be added to the document).

Eksportøren av produktene omfattet av dette dokument (tollmyndighetenes autorisasjonsnr....(1)) erklærer at disse produktene, unnatatt hvor annet er tydelig angitt, har EØS preferanseopprinnelse (2).

(1)The authorisation number for an approved exporter must be entered inside the brackets. The customs administration allocates authorisation numbers. If the origin declaration is issued by an exporter who is not authorised, the text in brackets must be omitted in its entirety or the spaces left open. 

(2) The originating status/country of origin for the product must be entered here. If the export is regulated by the EEA agreement, and the products fulfil the conditions for achieving EEA preferential origin, "EØS" or "EEA" must be entered here. The individual countries do not need to be named when the goods achieving EEA preferential origin and are exported to EEA countries. If the product achieves Norwegian preferential origin under agreements other than the EEA agreement, "Norsk" or "Norwegian" must be entered. 

English version
The exporter of the products covered by this document (customs authorization No. ...(1)) declares that, except where otherwise clearly indicated, these products are of EEA preferential origin (2).

Spanish version
El exportador de los productos incluidos en el presente documento (autorización aduanere n ....(1)) declara que, salvo indicacion en sentido contrario, estos productos son origen preferencial EEE (2).

Danish version
Eksportøren af varer, der er omfattet av nærværende dokument, (toldmyndighedernes tilladelse nr. ....(1)), erklærer, at varerne, med mindre andet tydeligt er angivet, har præferanceoprindelse i EØS (2) 

German version
Der Ausführer (Ermächtiger Ausführer; Bewilligungs Nr. ....(1)) der Waren, auf die sich dieses Handelspapier bezieht erklärt, daß diese Waren, soweit nicht anders angegeben, präferenzbegünstigte EWR Ursprungswaren sind (2).

Finnish version
Tässä asiakirjassa mainittujen tuotteiden viejä (tullin lupanumero ....(1)) ilmoittaa, että nämä tuoetteet ovat, ellei toisin ole selvästi merkitty, etuuskohteluun oikeuttavaa ETA-alkuperää (2).

Greek version

French version
L'exportateur des produits couverts par le présent document (autorisation douanière no. ....(1)) déclare que, sauf indication claire du contraire, ces produits ont l'origine préférentielle EEE (2).

Italian version
L' esportatore delle merci contemplate nel presente documento (autorizzazione doganale n. ...(1)) dichiara che, salvo indicazione contraria, le merci sono di origine preferenziale SEE (2).

Dutch version
De exporteur van de goederen waarop dit document van toepassing is (douanevergunning nr. ...(1)), verklaart dat, behoudens uitdrukkelijke andersluidende vermelding, deze goerden van preferentiële EER-oorsprong zijn (2).

Swedish version
Exportören av de varor som omfattas av detta dokument (tullmyndighetens tillstånd nr....(1)) försäkrar att dessa varor, om inte annat tydligt markerats, har förmånsberättigande EES-ursprung (2).

Portuguese version
O abaixo assinado, exportador dos produtos cobertos pelo presente documento (autorizacao aduaneira n. ...(1)), declara que, salvo expressamente indicado em contrario, estes produtos sao de origem preferencial EEE (2).

Icelandic version
